The 2027 report is not last year's report with a new date on it.
If you have filed a Blue Box supply-data report before, the next cycle asks for more than a repeat: new reporting categories from January 1, 2027, new data points in the annual report, and — for larger producers — an executive attestation. This page walks through what changes, in the order it lands.
Data preparation only · We never file as the producer · Not legal advice
What changes, and when.
| Date | What changes |
|---|---|
| January 1, 2027 | Harmonized national reporting categories take effect. Supply data for 2026 is reported under the new categories — every producer re-maps its packaging components, whether or not its packaging changed. |
| May 31, 2027 | Ontario Blue Box supply-data report for 2026 data is due, in the new shape (below): harmonized categories, Producer Activity Indicators, executive attestation for large producers, and data-integrity weight tiers. |
| September 29, 2027 | Federal Plastics Registry, Phase 1 report for 2026 data is due. Phase 1 is annual — the federal cycle repeats alongside the provincial one. |
| From the 2028 report | Data-integrity weight tiers stop being informational: missing the validation thresholds becomes non-compliance in itself. |
What is actually different in the 2027 report.
Change 1
Harmonized categories
The category set your components map to changes on January 1, 2027, aligned nationally. A spreadsheet built on the old categories has to be re-mapped line by line — the weights survive, the labels and groupings don't.
Change 2
Producer Activity Indicators
The annual supply report gains Producer Activity Indicators from the 2027 report — new data points about your activity, on top of the weights themselves. They have to come from your records, so they belong in the build, not in a deadline-week scramble.
Change 3
Executive attestation for large producers
Larger producers add an executive attestation to the report. Attestation stays with your officer — it is the producer's signature on the producer's data, which is exactly why the data underneath it needs an audit trail your executive can stand behind.
Change 4
Data-integrity weight tiers
The 2027 report tracks what share of your reported weight rests on validated, documented methods. For the 2027 report those tiers are penalty-free — reported, not punished. From the 2028 report, missing the validation thresholds is itself non-compliance. In plain terms: the 2027 cycle is the free year to build the documented file.
Re-learn it once, on a documented file.
Every producer re-learns reporting this winter; the only choice is whether the re-learning happens on top of a documented dataset or on top of last year's spreadsheet. Our methodology page sets out how we build the file: source-document intake, SKU-level weight evidence, category mapping to the harmonized categories, and the audit trail you keep. Enforcement is the backdrop, and it is public: RPRA's orders — Roman Cheese Products (RPRA-0057), Hermès Canada (RPRA-0098) — cite a maximum base penalty of $75,000 plus economic benefit, posted by company name. Producers who filed cleanly in earlier cycles are not the ones in those orders; producers whose data couldn't be produced are.
This page explains the published obligations factually; it is not legal advice, and questions about how the rules apply to your business belong with your own counsel.
Start with the free 48-Hour Data-Readiness Check.
Send your SKU list and, within 48 hours, you get a written readiness check against the 2027 requirements: weights present and missing, category gaps under the harmonized categories, and whether your current file would stand up. If you're exempt or already covered, the check says so.
On the contact form, choose the EPR Data Desk option and mention the readiness check.
